Scottsdale's Vietnamese restaurants are not spread evenly across the city. Nearly all of them sit in south Scottsdale, along McDowell and Roosevelt in the 85257 zip code, within a few minutes of the Tempe line. Downtown has one recent addition, a Vietnamese-French cafe, but for a bowl of pho you head south.
1. Saigon Bowl
The strongest combination of rating and volume in Scottsdale Vietnamese food: 4.6 stars across 889 reviews, which is enough history for the score to count as settled rather than promising. The house signature is the beef noodle soup, built with your choice of USDA meats, vegetables and herbs, and fresh rice noodles; chicken noodle soup and egg or rice noodle versions are also on the menu. 2. Phở Cao

That is a lower average than Saigon Bowl, but the sample is large enough that the number is unlikely to move much. The draw is the breadth of the pho section alone: steak pho, brisket pho, baby back rib pho, steak and meatball pho, plus a combination bowl named for the house. Included as the downtown outlier, and worth saying plainly: it has no Google rating or reviews yet, so there is no track record to judge it against the two pho houses above. The concept is Vietnamese and French, a cafe menu built around coffee, premium teas, ceremonial matcha and an espresso bar, alongside handmade croissants, seasonal viennoiseries and sablés. It is on East 3rd Avenue in downtown Scottsdale, well north of the McDowell corridor. Go for the pastry and coffee side of Vietnamese cooking rather than a noodle bowl, and treat the visit as an early read on a new kitchen.
